A budget gate
Write checkBudget(measured, budget). It returns a list of strings, one per problem, in the budget's key order: inp 260 > 200 for a number over its limit and inp missing for a metric that was not measured.
A value exactly on the limit passes. An empty list means the release is within budget.

- Within budget: an empty list
- Over budget: one line per problem, in the budget's order
- Exactly on the limit passes
- A metric that was not measured is a problem, not a pass
