A map with an empty state
drawDots(stations) draws a circle for each station. With an empty list it leaves a blank box.
When the list is empty, show #note with the text No stations to show, and hide it again when stations are drawn. Skip any station whose lon or lat is not a number.
What Check tests
- Two good stations draw two circles
- A station with NaN is skipped
- An empty list shows the message
