Fix a cut baseline

The two bars show June (107,712 rides) and July (117,803 rides). The code cuts the axis at 100,000, so July looks 2.3 times as long as June.

Change the code so the bars start at zero. July's bar should be about 1.09 times June's. Keep the tallest bar at most 160 pixels high.

What Check tests

  1. There are two bars
  2. July is about 1.09 times as tall as June
  3. The tallest bar is at most 160 pixels
  4. Both bars stand on the baseline (bottom at y = 170)
  5. No attribute holds NaN
