Error and empty states
Two panels load files. #a loads a wrong path, #b loads a CSV with only a header row. Both stay blank.
Make #a say Could not load (plus the reason) and #b say No data. Use response.ok for the first and the row count for the second.
What Check tests

- #b says No data
